The City of Melbourne’s Housing and Urban Improvement Division is under the Community Development Department. The Housing and Urban Improvement Division administers a variety of federal and state funded housing and community development programs. These programs aim to provide affordable housing, fair housing, public services, public facilities and improvements, supportive services and economic opportunities for low- and moderate-income residents of the city.

Housing and Community Development Programs currently administered by this division include:

  • State Housing Initiatives Partnership Program (SHIP)
  • Home Investment Partnerships Program (HOME)
  • Community Development Block Grant Program (CDBG)

FY2025 – 2026 CDBG and HOME Funding Application Cycle

The application period for FY 2025-2026 CDBG and HOME program funding has closed. The minimum request for funding for any public service application must be no less than $20,000.00.  A maximum of 15%, approximately $84,000.00, of the annual allocation may be spent on all public service activities. An Evaluation Committee will review applications that pass the initial threshold review.

Applications are assessed based on criteria such as:

  • Alignment with a national objective   
  • Project eligibility 
  • Reach to very low to moderate-income persons
  • Past performance (if applicable)
  • Cost-effectiveness 
  • Financial capacity
  • Program and staffing capacity
  • Direct service provision rate

Important dates for the Fiscal Year 2025-2026 Annual Action Plan:

  • Monday, January 6, at 6 p.m.: Citizens' Advisory Board meeting and Public Hearing regarding the Annual Action Plan.  Applicants will give presentations. Not mandatory.
  • Wednesday, January 8: Technical Assistance by appointment only. Call 321-608-7530
  • Wednesday, January 15: CDBG and HOME applications available via the City of Melbourne’s Neighborly Portal  
  • Friday, February 14: Application deadline, midnight
  • Wednesday, March 12:  Evaluation Committee meeting, 9 a.m., City Council Chambers
  • Monday, April 7: Citizens' Advisory Board recommendation meeting
  • TBD: City Council public hearing and approval of FY 2025-2026 Action Plan
